New Seattle Grant Expands Access to Technology Training for People who are DeafBlind

The Lighthouse for the Blind, Inc.’s Technology Training Center (TTC) is transforming digital access, independence, and opportunity for DeafBlind employees and community members. The TTC helps participants build essential computer and assistive technology skills — from mastering screen readers and Braille displays to using smartphones and productivity software — empowering each individual to thrive at work and in the community.

This year, the City of Seattle’s Information Technology Department awarded a one-year grant through the 2025 Technology Matching Fund to support TTC digital skills training services and resource access. This funding provides dedicated instructor time, allowing for individualized training that helps DeafBlind Lighthouse employees and community members gain the confidence and digital literacy needed for career growth, community engagement, and greater independence.

Tailored Training for Real-World Impact

Each participant receives 1:1 instruction, focused on real-life technology use — from navigating email and the internet to using assistive tools like screen magnifiers, note takers, and AI-powered mobile applications. Classes are offered at the TTC Lab in Seattle or in the student’s home, ensuring accessibility and comfort.

Culturally and Linguistically Accessible

The TTC’s instructors are fluent in American Sign Language (ASL) and skilled in Protactile communication, ensuring that DeafBlind participants receive instruction that is both linguistically and culturally appropriate. The lab is open Monday through Friday for both DeafBlind Lighthouse employees and community members.

Building Skills and Confidence

Participants can learn a range of topics, including:

  • Typing and computer navigation
  • Microsoft Office (Word, Excel, Outlook)
  • Online bill pay and web navigation
  • Assistive technologies such as screen readers and magnifiers
  • iOS devices and mobile technology

Free Access and Community Support

TTC training is free of charge for all eligible participants — DeafBlind individuals who are legally blind and either Deaf, hard of hearing, or late deafened, living in the City of Seattle. The program is made possible by a combination of government, community, foundation, and operational support, channeled through the Seattle Lighthouse for the Blind Foundation. This project is funded in part by Seattle Information Technology.

“This program isn’t just about technology—it’s about access, independence, and opportunity,” says Diane Black, Computer and Technology Skills Supervisor. “The City of Seattle’s support helps us continue our mission of ensuring that DeafBlind individuals can fully participate and succeed in today’s digital world.”
